| The role is required to provide operational and technical oversight of the DMCC Master Community operations and facilities management services. Performance contracts are being implemented based on performance and KPIs that require contract administration to ensure that they are successfully delivered. This will require the close working and oversight of the Master Community facilities manager, Concordia and other service providers to ensure that their performance is consistently improved to meet the requirements of their contracts and the needs of the Master Community.
Overseeing the performance of tower owners within the Master Community overseeing the management of their property assets to ensure that they are maintained to an acceptable level of quality and in compliance with all legislative and authority requirements. As required working with tower owners to develop their understanding of their responsibilities and providing best practice guidance in technical, management and administration, HSE and sustainability.
Uptown Dubai (T2) is being planned for completion in 2020. This role will provide DMCC with technical and operational expertise required to put in place the necessary facilities management contracts and services for its operation (mostly by Concordia) and engage with the development team during construction to advise on operation and facilities management matters during the construction, testing, commissioning and hand over phases ensuring smooth transition into the operational phase. This requirement will also be required in other property assets (current and planned) e.g. Coffee and Tea Centre, J&G, Lake A redevelopment, etc.
DMCC’s own offices, operational and investment property assets (e.g. One JLT) also have FM contracts that need to be supervised and their contracts administrated. This role will need also provide the resource and technical expertise to be able to proactively manage these assets to enhance their performance. |
| Technical Services - Review and report on compliance of technical submissions with design guidelines, local and international best practice. Oversee performance of external technical teams to ensure that they are performing reviews correctly and to the required performance standards.
Service Contracts - Able to effectively contract administrate performance based term contracts for facilities management and construction contracts. Undertake frequent performance reviews and proactively work with technical teams and service providers to advise them on best practice.
Inspection & Auditing - Undertaking inspections to check on the quality of service delivery within the Master Community. Coordinating with tower owners and sub-developers within the Master Community to undertake quality audits on the operations and facilities management services being provided within their towers. Providing reports, analysis and recommendations to enhance and improve operations and services throughout the Master Community.
Developing Standards - Developing operational standards and guidelines to enhance the quality of facilities management and maintenance services throughout the Master Community and DMCC.
Health, Safety & Environmental - Providing support to DMCC’s HSE Manager in the development and implementation of HSE Management system in accordance with international standards and best practice. Overseeing the HSE of suppliers and contractors to ensure that they are performing their HSE responsibilities in accordance with contracts and in alignment with DMCC policy and guidance notes. Providing technical expertise in support of creating a suitable and healthy environment both within the DMCC owned property and within the Master Community.
Experience: Needs to understand facilities management both internationally and within the UAE. Technical knowledge of building codes and standards - ideally both internationally and within the UAE. UAE Real Estate Law.
Skills and Education: Arabic and English Language, Facilities Management, Technical Due Diligence & Inspections. Effective communication and reporting. Degree - Property or Engineering related. RICS, BIFM, CIBSE or CIOB achieved or working towards. RERA Owner Association Management Certified.
